Federal Legislation

Campaign to Protect America Legislation

In June 2007, the CACP launched the Campaign to Protect America, an aggressive legislative package to combat counterfeiting and piracy and IP theft. Many submissions from the Campaign to Protect America became part of Senate bill 3325, the PRO-IP Act, that was signed into law in October of 2008. This act is a critical step toward improving the federal government’s ability to protect IP.

Over the next year the CACP will be working to fully fund and implement the PRO-IP Act and pass the remining pieces of the Campaign to Protect America including:

An authorization to bolster IP enforcement resources and tools for the Department of Homeland Security through its Customs and Border Protection and Immigration and Customs Enforcement Agencies
Legislation to improve the U.S.

Coalition Against Counterfeiting and Piracy

To fight the growing threat of counterfeiting and piracy to the economy, jobs, and consumer health and safety, the business community, led by the U.S. Chamber of Commerce's Global Intellectual Property Center, organized itself through a broad-based business coalition, the Coalition Against Counterfeiting and Piracy (CACP).

Formed in 2004, the CACP has grown to more than 650 members, making it the largest business coalition of its kind. The coalition is committed to increasing the understanding of the negative impact of counterfeiting and piracy and to finding real solutions by working with governments, industry, opinion leaders, the media, and consumers.

Rob Calia

Director of Counterfeiting and Piracy, Global Intellectual Property Center, U.S. Chamber of Commerce

Rob Calia is the Director of Counterfeiting and Piracy for the Global Intellectual Property Center at the U.S. Chamber of Commerce, the world’s largest business federation representing 3 million companies, associations, state and local chambers, and American Chambers of Commerce abroad.

Rob joined the Chamber in March 2006 to advance its fight against counterfeiting and piracy, which costs the U.S. economy an estimated $250 billion per year, more than 750,000 American jobs, and poses a significant threat to consumer health and safety. Rob’s responsibilities primarily focus on business and consumer education and federal and state government outreach.

Rob also serves as the Secretariat for the Chamber led Coalition Against Counterfeiting and Piracy (CACP), a broad-based business coalition with more than 600 members, representing companies small and large from nearly ever industry, committed to the fight against counterfeiting and piracy.

Cotton: Piracy Is Four-Letter Word

"We must move from a perspective where counterfeiting is a four-syllable word to one where it is a four-letter word," says NBCU Executive VP and General Counsel Rick Cotton, "from where counterfeiting is regarded as morally ambiguous to where it is recognized as a reprehensible job killer in a U.S. economy that is starved for high-wage employment."

Cotton was testifying Tuesday as chairman of the Coalition Against Counterfeiting and Piracy before a hearing in the Senate Finance Committee on S 1631, the Customs Facilitation and Trade Enforcement Reauthorization Act.

The coalition strongly supports the bill, which would boost the trade-protection roles of the CBP (Bureau of Customs and Border Protection) and ICE (Immigration and Customs Enforcement).
