In China, GIPC is working with other IP stakeholders on a comprehensive initiative to advocate for enhanced regulatory data and patent protection for rights holders.  GIPC is also working to reduce infringing content on user-generated content and deep-linking websites in China.  To address these priority issues, GIPC is: developing sustained, high-level dialogue between U.S. IP experts and PRC government officials, business stakeholders, and academics; establishing a robust platform for advocacy on China’s changing IP legal and regulatory frameworks; exchanging best practices through execution of seminars, training, and research; and coordinating policy messages to the U.S. government.  Our program aims to promote China’s goal of building an innovative society in a manner that will benefit domestic and foreign rights holders. 

Conclude Ambitious and Comprehensive ACTA

 

In 2006, the United States and several key trading partners launched negotiations for the Anti-Counterfeiting Trade Agreement (ACTA), a new plurilateral treaty to help fight counterfeiting and piracy through enhanced international cooperation and more effective international standards for enforcing intellectual property (IP) rights. ACTA will build upon existing international rules, in particular the Trade-Related Aspects of Intellectual Property Rights Agreement (TRIPS), to address a number of enforcement areas where countries have identified the need to strengthen the current international legal framework. 

The GIPC supports the administration’s efforts to conclude an ambitious and comprehensive ACTA that results in more effective enforcement of IP rights. ACTA promises to enhance international cooperation among nearly 40 countries by establishing a meaningful and effective framework for the protection of IP rights consistent with current law.

The GIPC is working to improve India’s patent laws to enhance the business environment for rights holders, as well as improve the welfare of Indian patients, consumers, and workers.  The GIPC, in partnership with the Chamber’s U.S.-India Business Council, is engaging with government officials and all other stakeholders in a series of initiatives designed to create a genuine innovation ecosystem in India.  Our Coalition for Healthy India  brings together patient advocates, scientists and researchers, the business community, non-governmental organizations, and medical professionals to ensure that Indian patients have access to the best treatments and cures.  A long-standing partnership with the George Washington University School of Law and the Confederation of Indian Industry allows us to launch programs aimed at fostering interaction and the sharing of best practices between senior judges, academics and patent office officials in both countries.  All of these activities are bolstered by a robust research program and communications strategy.

Southeast Asia

In Southeast Asia (particularly Indonesia, the Philippines, Thailand, and Vietnam), GIPC has worked with government IP bodies and journalists to promote IP protection. We have organized seminars in which local business representatives, economists, and government officials have discussed the role that IP protection plays in promoting local innovation and economic development. Counterfeiting and piracy are major concerns for U.S. companies, as DVDs, software, apparel, and pharmaceuticals are copied and sold illegally throughout the region.  The issuance of compulsory licenses for pharmaceuticals and the institutional weakening of intellectual property rights pose challenges for U.S.

State & Local Programs

 

Model State

Based largely on our successful federal legislative package—the Campaign to Protect America—the CACP is working with Attorney General Baker in Georgia to turn Georgia into a model state for IP enforcement. General Baker has dedicated an assistant attorney general to counterfeiting and piracy and we are working with him to form a statewide task force modeled after the task forces in North Carolina, New York, and Los Angeles.

Trademark Legislation

The CACP has partnered with the International Anti Counterfeiting Coalition (IACC) and the International Trademark Association (INTA) in the fight against counterfeiting and piracy in order to create state legislation that will protect consumers and businesses.
