Government Outreach

The GIPC is actively engaging lawmakers on Capitol Hill and Executive Branch officials to promote the value of IP and the need to protect the rights of innovators and creators.  Given the importance of IP-dependent industries to the nation’s economy, it is critical that policymakers throughout the government have a thorough understanding of the role that IP plays in our economy and society.

The GIPC’s legislative priorities include working with Congress to bolster federal resources and authorities to investigate and prosecute criminal IP violations, as well as interdict counterfeit and pirated good at our borders.  The GIPC also seeks to ensure that qualified individuals are nominated and confirmed to key IP-related positions within the administration and that federal agencies fulfill their responsibilities to effectively promote and protect IP, both domestically and abroad.

GIPC’s ability to bring together and manage coalitions has translated into legislative success and increased awareness about the value of IP.  The Coalition against Counterfeiting and Piracy (CACP) rolled out a comprehensive legislative package to combat IP theft known as the Campaign to Protect America.  This initiative helped prompt Congress to enact the PRO-IP Act in October 2008.  CACP continues to focus on securing passage of the remaining components of the Campaign to Protect America and other legislative initiatives.

GIPC, through its partnership with the Coaliton for Innovation, Employment and Development (CIED), is equally involved in promoting the vital role that strong international laws, norms, and rules around the world play in creating jobs, economic growth, and incentives that lead to innovative solutions to address some of the most difficult challenges facing mankind.

In addition to the Campaign to Protect America the GIPC has an active and aggressive presence on Capitol Hill focused on promoting the value of IP. Over the next year the GIPC will work with congress to accomplish the following goals:

U.S. Patent & Trademark Office (USPTO) Reform

America’s innovators are continuously discovering new technologies and processes that create jobs, offer cures for deadly diseases, generate solutions for improving our energy security, provide us answers for addressing climate change, and develop novel ways to expand the information superhighway. Given the time, energy, and investment they put into their research, these entrepreneurs should expect to obtain patent rights for their discoveries promptly, efficiently, and reliably.

Over the years, successive administrations have made the protection of intellectual property one of their highest priorities. We appreciate the efforts of the dedicated leaders and staff of the U.S. Patent and Trademark Office, all of whom have worked hard to process the deluge of patent applications that has reached crisis proportions. Because the expectations and needs of America’s innovators are not currently being met—putting them and our nation at a competitive disadvantage—the Chamber’s Global Intellectual Property Center assembled a bipartisan panel of experts to make thoughtful recommendations about how to improve the efficiency and effectiveness of the U.S. Patent and Trademark Office.
